WHEREAS, pursuant to the National Budget Memorandum No. 90 dated March 10, 2000, the Regional Statistical Coordination Committee in the Cordillera Administrative Region (RSCC-CAR) enjoined Regional Line Agencies to submit Statistical Budget Proposals over and above the agency baseline budgets to the RSCC-CAR Secretariat, namely the National Statistical Coordination Board Regional Unit-CAR (NSCB RU-CAR);

WHEREAS, the NSCB RU-CAR evaluated the CY 2001-2003 Statistical Budget Proposals of the DENR-CAR to ensure consistency with Executive Order 352 or the System of Designated Statistics, the thrusts of the Philippine Statistical Development Program 1999-2004, and other national and regional concerns;

WHEREAS, the statistical activity entitled the Philippine Economic-Environmental and natural Resources Accounting (PEENRA) System institutionalized by EO No. 406 dated 21 March 1997, was piloted in the Cordillera Administrative Region in CY 2000-2001 in which the DENR-CAR was one of the implementors;

WHEREAS, the PEENRA System generated data responsive to the needs of the national and regional development planners and policy makers to address the need to attain economic growth and equity through sustainable utilization of the country's resources;

WHEREAS, the following proposed budget is needed to sustain and institutionalize tSeptember 4, 2012ata to planners and policy-makers:

NOW THEREFORE, on motion duly seconded, BE IT:

RESOLVED AST IT IS HEREBY RESOLVED, that the Regional Statistical Coordination Committee-CAR approves and endorses to the Honorable Secretary the favorable consideration of the above concerns and the inclusion of the budgets of the above statistical activities of the DENR-CAR into the CY 2003-2005 Budget Proposal of the DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES.
