WHEREAS, the Cordillera Administrative Region is known as a disaster-prone area highly vulnerable to natural and man-made hazards such as earthquakes, typhoons, landslides, floods, droughts, bush fires, potential volcanic eruptions and the like;

WHEREAS, to ensure the all-time safety of the people and to be able to protect properties from the adverse effects of calamities and disasters, the need for the formulation of disaster management plan was realized;

WHEREAS, the Cordillera Regional Disaster Coordinating Council (CRDCC), through its Technical Working Group (TWG) drafted the first Regional Disaster Management Plan (RDMP) in 1996 to serve as a framework for disaster management and to complement the Cordillera Regional Development Plan (CRDP);

WHEREAS, ten years have passed since the formulation of the RDMP and the CRDCC recognizes the need to update the disaster management plan to be more responsive not only to current natural threats to security but also to counter emerging concerns such as terrorism, health hazards such as avian flu, meningococcemia and others;

WHEREAS, there is a need to create a Task Force which will assist the CRDCC through the Office of Civil Defense – Cordillera Administrative Region (OCD-CAR) as the Council's Secretariat in the identification and provision of statistical data required for the updating of the RDMP and the formulation of a Disaster Management Indicator System (DMIS) for the Cordillera Region;

WHEREAS, the Task Force shall be chaired by the OCD-CAR with the following as members:

  • Bureau of Agricultural Statistics
  • City Statistical Coordination Committee (Baguio)
  • Department of Environment and Natural Resources
  • Department of Health
  • Department of Public Works and Highways
  • Department of Social Welfare and Development
  • Mines and Geosciences Bureau
  • National Economic and Development Authority
  • National Statistical Coordination Board (Secretariat)
  • National Statistics Office
  • Philippine National Police

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Task Force on Disaster Management Statistics undertake the above-mentioned tasks and responsibilities.
