Compilation, Monitoring and Reporting of the Millennium Development Goals (MDG) Indicators in ACR

WHEREAS, the Philippines is one of the signatories to the United Nations (UN) Millennium Declaration which embodies global and country commitments, specific targets and milestones in eliminating extreme poverty, improving health, and promoting peace, human rights, and environmental sustainability worldwide;

WHEREAS, the UN Millennium Declaration has been translated into Millennium Development Goals (MDGs) that consist of 8 major goals and 18 specific, measurable targets that are expected to be fully addressed by the year 2015;

WHEREAS, for purposes of global and country monitoring of the progress of attainment of the MDG goals and targets, a select group of experts from the UN, Organization for Economic Cooperation and Development (OECD), and World Bank UN identified and selected 48 time-bound and measurable indicators, called MDG/Millennium Indicators, that need to be generated/ compiled by member countries and the UN;

WHEREAS, the NSCB Executive Board issued Resolution No. 10, series of 2004, “Adoption of and Enjoining Data Support to the Millennium Development Goals Indicators,” designating the NSCB Technical Staff as the repository of MDG indicators, and as such further stated:

  • Enjoin all concerned data producing agencies and local government units to generate and regularly provide timely and accurate statistics on the MDG indicators to the NSCB;
  • Compile and maintain the MDG Indicators Database;
  • Coordinate the generation and improvement of statistics on the MDG Indicators through existing statistical coordination mechanisms.

WHEREAS, the RSCC, as the highest policy making and coordinating body on statistical matters in the region, is mandated to oversee the implementation in the region of policy decisions made by the NSCB and to institute measures to ensure the timely production of useful and reliable data for regional/local development planning and decision-making;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that NSCB-CAR be the repository of MDG indicators in CAR and will spearhead in the identification and preparation of a localized set of MDG indicators together with the representatives of planners and data producers and other stake holders and present to the committee for approval;

RESOLVED FURTHER, that NSCB-CAR will formulate a data reporting system to ensure the systematic gathering and compilation of MDG indicators thereby ensuring the availability of MDG indicators that will measure the status and progress of attainment of MDG Goals in the region;

RESOLVED FURTHER, to enjoin all concerned data producing agencies and local government units to regularly provide timely and accurate statistics on the MDG indicators to the NSCB-CAR as the repository of MDG indicators in the region;

RESOLVED FINALLY, to enjoin all concerned data producing offices and local government units to institute measures, systems or procedures within their offices to ensure the generation of accurate statistics for the monitoring of the MDGs.
