WHEREAS, the Philippines is mandated to generate indicators to monitor the progress of achievement of the Millennium Development Goals (MDGs) as a signatory to the 1990 Millennium Declaration of the United Nations;
WHEREAS, the National Statistical Coordination Board (NSCB) Executive Board issued Resolution No. 10, series of 2004 entitled, Adoption of and Enjoining Data Support to the Millennium Development Goals Indicators, designating the NSCB Technical Staff as the repository of MDG indicators;
WHEREAS, in its collection and compilation of data for the 1st MDG Regional Progress Report of the Cordillera Administrative Region (CAR), NSCB-CAR encountered the following concerns:
- Inconsistency of data between the regional line agencies and their respective central offices for some MDG indicators;
- Other data issues like unavailability of data on private schools and disparity of health data between data source
WHEREAS, with the above and other issues, the data users at the regional level, especially the offices monitoring the status of attainment of the MDGs, are in quandary on what official data to use;
WHEREAS, NSCB Resolution No 10, s. 2004 mandated the Regional Statistical Coordination Committee (RSCC) as the highest policy making and coordinating body on statistical matters in the region, to coordinate the generation and improvement of statistics on the MDG indicators;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Regional Statistical Coordination Committee create the Task Force on MDG Statistics to tackle and resolve the above-mentioned issues and to be composed of the following:
