In adherence to Republic Act 11055, the Philippine Identification System Act of 2018, the Philippine Statistics Authority Provincial Statistical Office-PSA Ifugao announces the commencement of PhilSys registration for children aged 1-4 years, effective February 15, 2024.

Parents or guardians accompanying the child must be registered under PhilSys with a PhilSys Card Number (PCN) to facilitate data linkage.

Requirements for registration include the PSA/LCR Birth Certificate and the presence of the guardian with their PhilID/ePhilID card.

PhilSys registration teams are stationed in various locations to raise awareness and guide interested parties. Guidelines for registration include:

•    Eligibility for children aged 1 to 4 years.
•    Accompaniment by a registered parent or guardian.
•    Submission of supporting documents containing full name, date and place of birth, and names of parents.
•    Collection of demographic information and a front-facing photograph of the child.
•    Authentication by scanning the biometric details of the accompanying parent or guardian.
•    Renewal at age five to update demographic and complete biometric information.
•    Accompaniment by a guardian if the parent is absent, with proof of relationship required.

Upon registration, an ePhilID can be generated for various transactions, including opening a bank account and passport applications.

As of March 31, 2024, 321 registrations have been recorded in Ifugao for children aged 1 to 4. Additionally, PSA-Ifugao has registered 148,109 individuals for Step 2 registration since its inception in 2021, with 83,402 PhilIDs delivered by PHLPost as of September 30, 2023, and 75,133 printed ePhilIDs delivered.
