The Philippine Statistics Authority – Cordillera Administrative Region (PSA-CAR) conducted the Second Level Training on 2025 Updating of List of Agricultural Farm Operators and Inland Fishing Households at Ritz Hotel, Legarda Road, Baguio City last 22-25 July 2025.  

The PSA embarks on another important statistical undertaking as part of its continuous efforts towards the improvement of its agricultural and fisheries surveys and statistics. The 2025 Updating of List of Agricultural Farm Operators and Inland Fishing Households (ULAFO) aims to collect data and information on all agricultural activities, and inland fishing in the whole country. The information will be used for the continuous development of sampling frames for quarterly agricultural and fisheries surveys.

The 2025 ULAFO and Inland Fishing Households is a nationwide activity that aims to develop a statistical sampling frame that contains an updated list of agricultural farm operators and inland fishing households. The current sampling frame used for the agricultural surveys and Quarterly Inland Fisheries Survey (QIFS) are still based on the 2012 CAF. As the Philippine Statistics Authority (PSA) continuous effort towards improving the quality of its agricultural and fisheries surveys, sampling frame updating is necessary. This is to keep up with the fast-changing agriculture and fisheries sector prior to the implementation and redesigning of agriculture and fisheries surveys.

The activity will cover all barangays that are not covered in the 2022 Census of Agriculture and Fisheries. The enumeration will be done using Computer-Assisted Personal Interviewing (CAPI) application and GIS mobile application (QField App). In this process, the enumerators (ENs) and team supervisors (TSs) will be working on a handheld tablet device to facilitate the interview using the questionnaire converted into digital format.

 

 

PSA-CAR Supervising Statistical Specialist Warren B. Mamanteo, Statistical Specialist II Reymarson P. Miclat and Statistical Specialist II Nico Florante Bigornia served as resource speakers during the training. The participants were the Provincial Focal Persons (FPs) together with the hired clerks of the six (6) provinces in CAR. The primary objective of the training is to equip participants with a comprehensive understanding of the operational procedures, foundational concepts, and specific roles and responsibilities of each personnel involved in the activity. Additionally, the training featured in-depth discussions on the use of geotagging and data capture applications for data collection by hired personnel, as well as guidance on utilizing the web-based Management Information System for regional and provincial focal persons.

The PSA encourages the public to actively support the 2025 ULAFO by providing honest and accurate information during interviews conducted by hired Statistical Researchers. All data collected from sample respondents will be treated with the utmost confidentiality and will not be used for taxation, investigation, or regulatory purposes, in accordance with Republic Act No. 10173, also known as the Data Privacy Act of 2012.
