As the lead implementing agency for Republic Act No. 11055 or the Philippine Identification System (PhilSys) Act, the PSA is mandated to establish a single identification system for all Filipino citizens.

As of February 21 2023, PSA-Ifugao have already registered a total of 130,439 or 77.84% out of 167,575 target individuals were registered for Step 2 registration since it started in Ifugao in 2021. PhilIDs delivered by PHLPost have reached 20,791 as of 25 November 2022. Total number of printed ePhilIDs delivered reached 63,101 as of 21 February 2023. At the height of the Coronavirus disease (Covid) 2019 pandemic, mobility restrictions on children below 15 years old and elderly were strictly imposed.

To reach the target and ensure the inclusivity of the National ID System, the agency plan to conduct institutional registrations and issuance of printed ePhilIDs in schools. This strategy brings the aforementioned PhilSys services closer to the remaining unregistered population.
