Poverty Threshold and Incidence Among Families

In the first semester of 2023, the poverty incidence among families in Ifugao was estimated at 10.1 percent, equivalent to 4,880 poor families in the province. These are Filipino families in Ifugao with incomes insufficient to meet their minimum basic food and non-food needs. Notably, this figure represents a decrease from the 13.7 percent reported in the first semester of 2021. (Figure 1 and Table 1)

In addition, during the same period, families residing in various barangays in Ifugao needed a monthly income of PhP 15,005 to meet their basic food and non-food needs, constituting the poverty threshold. This reflects a 4.0% increase from the corresponding period in 2021 to the first semester of 2023. (Table 1)

Meanwhile, the poverty incidence among the population in Ifugao for the first semester of 2023, signifying the proportion of the population whose per capita income is not sufficient to meet their basic food and non-food needs, was estimated at 15.5 percent. This is equivalent to 33,240 poor Filipinos in the province. It indicates that 16 out of 100 individuals were living in poverty in the first semester of 2023, which marks a decrease from 17 out of 100 individuals living in poverty in the first semester of 2021. Food Threshold and Subsistence Incidence

On the other hand, the subsistence incidence among Filipinos in Ifugao, which represents the proportion of Filipinos whose income is not enough to buy even the basic food needs, was recorded at 3.2 percent, equivalent to about 6,950 individuals in Ifugao during the first semester of 2023). This marks a significant decrease from 6.9 percent in the first semester of 2021. (Table 3)

Meanwhile the subsistence incidence among families was recorded at 1.9 percent or about 940 food-poor families in the first semester of 2023. This reflects a substantial decrease compared to the 5.4 percent recorded in the first semester of 2021.

On average, the monthly food threshold for a family of five during this period was estimated at PhP 10,502. This implies that families of five in the various barangays of Ifugao needed around PhP 10,502 per month to fulfill their basic food needs. (Table 4)

Poverty Threshold – The minimum income required for a family or individual to meet the basic food and non-food needs (clothing, housing, transportation, health, and education expenses).

Poverty Incidence – The number of individuals with income below the per capita poverty thresholds divided by the total population of Ifugao.

Food Threshold – The minimum income required for a family or individual to meet the basic needs and satisfy the nutritional requiremenst set by the Food and Nutrition Research Institute (FNRI) for economically and social productive.

Subsistence Incidence – the proportion of people in extreme or subsistence poverty.
