Production
The province’ palay production for 2021 fell to 82,468.92 metric tons, 14.9 percent below the 96,869.76 metric tons output in 2020. From 2019 to 2021, the bulk of production was produced from irrigated farms. By ecosystem, irrigated palay production decreased by 15.4 percent from the 2020 level of 75,738.54 metric tons to 64,076.28 metric tons this year. At a distant second was produced in rainfed farms at 13,141.64 metric tons, lower by 19.0 percent from the previous year’s level of 16,226.22 metric tons. On the other hand, palay output in upland farms registered an improvement of 7.1 percent from its record of 5,251.00 metric tons a year ago. (Figure 1 and Table 1)

Figure 2. Percent Distribution of Palay Production by Ecosystem Apayao Province, Cordillera Administrative Region, Year 2021
More than three-fourth of the total palay production came from irrigated farms, and nearly one-fourth was produced in both rainfed and upland farms combined. (Figure 2 and Table 2)
Harvest Area
In 2021, total harvest area contracted from 26,011.46 hectares to 25,029.20 hectares, or by 3.8 percent. By ecosystem, irrigated farms recorded the largest area at 17,137.00 hectares, which likewise decreased by 3.8 percent from the 17,805.46 hectares in 2020. Decrements in rainfed and upland areas registered 5.8 percent and 1.6 percent from their respective levels in 2020. (Figure 3 and Table 1)

Figure 4. Palay Yield, Apayao Province, Cordillera Administrative Region, January-December: 2019-2021
Yield per hectare dropped by 11.5 percent, from 3.72 metric tons in 2020 to 3.29 metric tons in 2021. By ecosystem, the yield per hectare of irrigated was 3.74 metric tons and rainfed at 3.19 metric tons. Both showed reduction at 12.1 percent and 14.1 percent, respectively, from their levels in 2020. On the other hand, yield of upland palay improved by 8.8 percent from 1.28 metric tons level in 2020 to 1.39 metric tons. (Figure 4 and Table 1)
Farmgate Price
The January-December 2021 average farmgate price of palay at PhP17.24 per kilogram was higher by 0.6 percent from the PhP17.14 level in 2020. The monthly farmgate prices ranged from PhP15.97 to PhP18.20 per kilogram. (Figure 5 and Table 3)

CONCEPTS AND DEFINITIONS
Crop Production - refers to the quantity produced and actually harvested for a particular crop during the reference period. It includes those harvested but damaged, stolen, given away consumed, given as harvester’s and thresher’s shares, reserved, etc. However, it excludes those produced but not harvested due to low price, lack of demand and force majeure or fortuitous events, etc.
Harvest Area - refers to the actual area from which harvests were realized. This excludes crop area that was totally damaged. It may be smaller than the area planted.
Types of Ecosystems - refers to the type of environment where the palay was planted.
• Irrigated - area with irrigation facilities supplying water through artificial means like gravity, force/power, pump, etc. Irrigated area becomes rainfed only when irrigation system is no longer operational for the past two (2) years and beyond repair and there is no plan of irrigating the farm.
• Rainfed - palay grown on this ecosystem has dikes that retain water and is solely dependent upon rainfall for its water supply. Rainfed can be converted to irrigated only if area is laid with permanent irrigation facility.
Metric ton - refers to a unit that is being used which is equal to 1,000 kilograms.
Farmgate prices - are prices received by farmers for the sale of their produce at their first point of sale during their last transaction within the reference period.
