As of July 1, 2024, the population of Kalinga is 235,391 based on the 2024 Census of Population (2024 POPCEN). The President of the Philippines declared the official count under Proclamation No. 973 dated July 11, 2025.

The 2024 population of Kalinga is higher by 5,821 compared to the population in 2020, which is 229,570, and higher by 22,711 compared to the population in 2015, at 212,680. (Table 1)

 

From 2020 to 2024, the annual population growth rate of Kalinga is 0.60 percent, lower by 1.02 percent as compared from 2015 to 2020 with 1.62 annual population growth rate. (Table 2)

 

In 2024, all the city/municipalities of the province of Kalinga increased in population as compared to 2015 and 2020, except the municipality of Lubuagan, which decreased by 663 persons from 9,323 in 2020 to 8,660 in 2024.

Among the eight (8) city/municipalities of the province, the City of Tabuk had the biggest population in 2024 with 122,771 persons, comprising 52.16 percent of the total population of the province, followed by Pinukpuk with 35,033 persons, and Rizal with 20,491 persons. Lubuagan had the smallest population of 8,660 persons. (Table 3)

 

The municipality of Tanudan was the fastest-growing municipality in the province with an annual population growth rate (PGR) of 5.89 percent from 2020 to 2024. It was followed by Rizal with a PGR of 1.13 percent, Pinukpuk with 0.53 percent, and the City of Tabuk with 0.34 percent. Lubuagan posted the lowest PGR of -1.75 percent. (Table 4)

 

Among the 153 barangays in the province of Kalinga, the largest in terms of population size is Bulano with 21,219 persons. It was followed by Bulanao Norte with 6,168 persons, Agbannawag with 6,047 persons, Magsaysay with 5,036 persons, and Dagupan Weste with 4,933.  The top ten most populous barangays in Kalinga were all located in the City of Tabuk.  (Table 5)

 

Barangay Old Tinglayan of the Municipality of Tinglayan was the least populous barangay in the province of Kalinga with 287 persons. It was followed by Anggacan Sur with 309 persons, Ngibat with 326 persons, Anggacan with 335 persons, and Lower Mangali with 354,819 persons. (Table 6)

 

Technical Notes

The 2024 Census of Population (2024 POPCEN) was undertaken by the Philippine Statistics Authority pursuant to Republic Act No. 10525, also known as the Philippine Statistical Act of 2013, Executive Order No. 352- designation of statistical activities that will generate critical data for decision-making of the government and the private sector, and Batas Pambansa (PB) Bilang 72, which provide the basis for the decennial conduct of the integrated census of population and housing.

Total Population is the sum of household population and institutional population. It also includes Filipinos in Philippine embassies, consulates, and mission abroad.

      Population Growth Rate (PGR) is the rate at which the population is increasing or decreasing in a given period due to natural increase and net migration, expressed as a percentage of the base population. 

          Reference Period – All living persons as of 12:01 am on 01 July 2024 will be enumerated.
