The Philippine Statistics Authority (PSA) in partnership with the Department of Energy (DOE) will conduct the 2023 Household Energy Consumption Survey (HECS) in all regions of the country from 17 June-19 July 2024.

The 2023 HECS is a nationwide survey which aims to provide a much-needed update on household energy consumption on household energy consumption, practices, and preferences. The survey is the fifth in the HECS series which started in 1989. The succeeding surveys were conducted in 1995, 2004, and 2011. It is also a major component of the Comprehensive Regional Energy Study (CRESP) Project of the Department of Energy.

The survey particularly collects data about household energy related practices, awareness, and attitudes. The results of the 2023 HECS will be used as inputs in the formulation and implementation of the energy plans, policies, programs, and relevant energy research.

Further, the survey specifically aims to determine the household’s 1) sources of energy consumption; 2) information on the fuel/energy mix of the household sector based on their energy consumption; 3) the most energy-consuming and energy-efficient appliances and equipment used; 4) information on cooking fuel switching; 5) information on the current energy efficiency and conservation techniques; 6) awareness and attitude on major energy issues and programs in the energy sector; and 7) information on the energy use of vehicles for transportation.

Prior to the fielding of the Statistical Researchers/Enumerators, a five-day training was conducted last 10-14 June 2024 to prepare them for the data collection. The trainers include the Supervising Science Research Specialist Marietta M. Quejada, and Senior Science Research Specialist King Anthony Ting of the DOE Central Office, Regional Focal Person/ Statistical Specialist II Jezl R. Boado  of PSA-RSSO CAR and Benguet Provincial Statistical Services Office Focal Person/ Statistical Analyst Diana Joy Nabor. PSA Assistant National Statistician Adrian A. Cerezo, PSA-RSSO CAR Regional Director Villafe P. Alibuyog, and the Chief Statistical Specialist of RSSO-CAR and the Provincial Statistical Services Offices in CAR also graced the training.

Authorized PSA field interviewers and trained Statistical Researchers/Enumerators will be deployed to collect information to about 2,520 household regionwide for 29 days starting 17 June 2024. The enumeration will end on 19 July 2024. They will administer the survey through Computer-Aided Personal Interview (CAPI) to sample households.

The conduct of the 2023 HECS is in accordance with Republic Act (RA) No. 10625 (Philippine Statistical Act of 2013) which authorizes the PSA to prepare and conduct periodic censuses on various sectors of economy. In line with this, the PSA enjoins sampled households to participate in the 2023 HECS by providing truthful information and complete answers to the said statistical inquiries or surveys of the PSA and other statistical offices of the Philippine Statistical System. All data provided by the respondents shall be treated with strict confidentiality and shall be considered privileged communication, hence, inadmissible in evidence in any proceeding as provided for in Section 26 of RA 10625. The PSA also complies with the Data Privacy Act of 2012 and assures that all collected personal information are processed in accordance with the law and other issuances.
