Organized and spearheaded by the Philippine Statistics Authority (PSA) Abra Provincial Statistical Office, Atty. Lourdines C. Dela Cruz, Deputy National Statistician of the PhilSys Registry Office (PRO) of PSA conducted information dissemination on the Philippine Identification System (PhilSys) to LGU officials, department heads of the provincial governement, heads of national governement agencies and colleges/representatives, Municipal Civil registrars (MCRs), some Local Civil Registry (LCRO) personnel, representatives of the private sector and the members of media on October 4, 2019 at Oval Era Hotel, Bangued, Abra.

Asec. Dela Cruz discussed the overview and updates on PhilSys implementation. He explained Republic Act No. 11055, also known as an "Act Establishing the Philippine Identification System". Atty Dela Cruz explained to the participants that it is not mandatory to register and secure the Philippine ID. He told them that transactions in the public and private offices and institutions in the future would eventually require the Philippine ID. Questions and clarifications were answered by the Assistant Secretary during the open forum.
