Inroduction and DVSS Data

Civil Registration in the province of Benguet covers one (1) highly urbanized city including thirteen (13) municipalities. Baguio City has 128 barangays while the other Benguet municipalities consists of 140 barangays. There are 14 Local Civil Registry Offices (LCROs) from the different local government units.

Figure 1. Presents the total registration of vital events for Benguet including Baguio City on births, marriages and deaths submitted by the LCROs for the year 2021.  The total reached 21,342 with Baguio City recording the highest number at 10,061 which corresponds to 47.14% of the overall total. For the municipalities of Benguet excluding Baguio City, La Trinidad is the highest with 4,717 followed by Buguias with 1,223 and Itogon at 713.  For the municipalities with low number of registrations are, Sablan, Kabayan and Bakun with 176, 239 and 256 respectively.  This is a preliminary result based on the data derived from the Decentralized Vital Statistics System (DVSS).

Figure 2.  Presents the total registrations for Baguio City by month and document type for the first semester of 2021.  Births is highest in the month of June with 547, while marriages tops registration in the month of March with 152 and deaths is highest in the month of April with 289. The month with the least registration for births and deaths is in February with 363 and 169 respectively, while marriages is least in April with 64.

 

Figure 3.  Presents the total registrations for Baguio City by month and document type for the second semester of 2021.  Births is highest in the month of September with 662, while marriages tops registration in the month of December with 220 and deaths is highest in the month of October with 463. The month with the least registration for births and deaths is in July with 450 and 210 respectively, while marriage is least in September with 73.

 

 

Benguet excluding Baguio City DVSS Data 2021

Figure 4.  Presents the total registrations for Benguet excluding Baguio City by month and document type for the first semester of 2021.  Births and marriages top in the month of June with 529 and 254 respectively, while deaths are highest in the month of April with 256. The month of February recorded the least registration for births, marriages and deaths with 409, 170 and 103 respectively.

 

Figure 5.  Presents the total registrations for Benguet excluding Baguio City by month and document type for the second semester of 2021.  Births and marriages top in the month of December with 577 and 370 respectively, while deaths are highest in the month of October with 499. Births and marriages recorded the least in the month of September with 466 and 112 respectively, while the least recorded for deaths is in the month of July with 209.

Figure 6.  Presents the birth registrations for Baguio City by registration status and attendant at birth for 2021.  Birth registration is mostly attended in a medical or hospital setting as prescribed by the Department of Health, as the figure shows the high percentage of birth registrations in Baguio City with 5,255 which is 97.84% of the total compared to the traditional births with 117 which is 2.15%.  Generally, the birth registrations in Baguio City are registered on a timely basis with a minimal late registrations having a total of 142.

 

Figure 7.  Presents the marriage registrations for Baguio City by sex and age bracket for 2021.  Marrying age peaks for both males and females at age bracket of 26 – 30 with male and female totaling to 591 and 656 respectively.

 

 

Baguio City Death Data 2021

Figure 8.  Presents the death registrations for Baguio City by sex and age bracket for 2021.  Death registration for males starts to increase at age bracket of 21 – 30 with 93 registrations gradually increase and peaks at age 61 – 70 with 403 registrations.  Females on the other hand shows an increase of death registrations at age bracket of 31 – 40 with 80, gradually increasing and plateaus at age bracket 61 – 70, 71 – 80 and 81 – 90 with 264, 274 and 273 respectively.  This data shows that females are considered to have longer life expectancy than males who are having a higher death rate starting at age 21 to 40 years old.

 

La Trinidad and Other Benguet Municipalities Birth Data 2021

Figure 9.  Presents the birth registration for La Trinidad and Other Benguet municipalities by sex and legitimacy status for 2021.  Birth registrations for the other Benguet municipalities combined is slightly higher than La Trinidad for males and females under legitimate status.  Registered males for other Benguet municipalities total to 1,165 which is 143 higher than La Trinidad having 1,022. Female registrations on the same category are also higher for other Benguet municipalities with 1,052 compared to La Trinidad with 862. On the other hand, the figure shows a significant difference in the numbers of illegitimate children for La Trinidad compared to other Benguet municipalities combined.  Illegitimate males registered for La Trinidad is at 629 compared to 244 of other Benguet municipalities, while illegitimate females for La Trinidad is also higher at 543 compared to 273 for other Benguet municipalities.

Figure 10.  Presents the marriage registrations for La Trinidad and other Benguet municipalities by bride’s age and groom’s age for 2021.  Bride’s age plateaus at age bracket 21-25 and 26-30 with 655 and 596 respectively, while for groom’s age the increase starts from age bracket 21-25 with 536 and peaks at age bracket 26-30 with 677.

Civil Registry Document Submissions of C/MCRs

Civil Registry documents can be issued in advance for electronic endorsement if the document owner wish to acquire the PSA copy in s shorter span of time as long as the document is still at the PSA Benguet Provincial Statistical Officer or at the Local Civil Registry Office (LCRO).

 

  • In Baguio City, the total number of registrations for 2021 reached 10,565 for all vital events. September had the highest number with 1,103 for total documents registered, received and processed.
  • September with the highest number comprises of the three vital events with each having their total numbers of 662, 73 and 368 for births, marriages and deaths respectively. 
  • For the year 2021, the average monthly total registrations is at 880 received by the office from the Local Civil Registry Office (LCRO) of Baguio.

 

  • For Benguet comprising of the 13 different municipalities, had a total number of registrations of 11,596 for the year 2021.  December recorded the highest number with 1,179.
  • By type of document, the highest registration for births was on the month of December with 577, followed by October with 544 and August with 531.  For marriages on the months of December, March and June with 370, 258 and 251 respectively. Death documents on the other hand topped on the months of October, September and November with 499, 325 and 319 respectively.
  • For the year 2021, 966 is the monthly average submitted by the different Municipal Civil Registry Offices of the municipalities of Benguet.

 

 

Advance Copy Documents for Electronic Endorsement – Birth, Marriage and Death

Civil Registry documents can be issued in advance for electronic endorsement if the document owner wish to acquire the PSA copy in s shorter span of time as long as the document is still at the PSA Benguet Provincial Statistical Office or at the Local Civil Registry Office (LCRO).

Table 3. The total number of requested documents for advance copy accounted to 486 for the year 2021.  The months with high number of requests are August with 59 followed by April with 48 and February with 43.  The months with high number of requests for births are on the months of August, April and September with 29, 21 and 20 respectively, while the months with low request for births are December with 7, November and March both at 8 and July with 9.  The months with high request for marriages are February and April both with 22, September and December having 20 and August with 17 requests, while for the months with the least request for marriage are May, October ad December with 4, 9 and 12 respectively. The months with high number of requests for death documents are in November with 23, October and June with 14 and August with 13, while for low request are on the months of March and April with 5, December with 6 and January with 7 requests.

 

Certificate of Registration of Authority to Solemnize Marriage

The Philippine Statistics Authority (PSA) through the Civil Registrar General (CRG) is the authorized agency having technical control and supervision on registration of authority to solemnize marriage in the Philippines under Administrative Order No. 1 series of 2007.  The Administrative Order aims to provide effective system of registration of solemnizing officers (SO).

The function of registering the authority to solemnize marriage of priests or ministers of any religion or religious sect is vested upon the Office of the Civil Registrar General (OCRG) who is also the Undersecretary and National Statistician (NS) of the PSA, through the enactment of the Executive Order No. 209 on August 3, 1988 known as Family Code of the Philippines.

 

Table 4. In 2021, the provincial office received a total of 279 applications for CRASM license.  Renewal for CRASM license is at 207 equivalents to 68.31% of the total applicants, while 72 are new applicants and lastly 24 applied for the issuance of SO ID. applications approved and endorsed to regional office for issuance. The month of November garnered the highest number of applicants with 60 followed by the month of January with 54 and December with 40, while the months with the least application is July with 4.
