Civil registration in the Cordillera Administrative Region (CAR) covers 6 provinces and 2 cities, one of which is highly urbanized. These are Abra, Apayao, Benguet, that includes Baguio City, Ifugao, Kalinga with 1 component city Tabuk, and Mt. Province. It has 75 municipalities with 1,176 total barangays. There are 77 Local Civil Registrars (LCRs) or OICs that head these different local government units in terms of civil registration in the region.

The total number of documents submitted by the LCRs for the year 2018 1st semester was 30, 789. February had the highest submission at 5,649, followed by June with 5,511. The month of April had the least recorded registration with 4,402. (Figure1).

   

 

In figure 2, Births has the most number of registered documents as expected. It is more than half of the total registered registered documents in CAR. Death registration follows at 18.1% while marriage is at 16.0 %.
 
Marriage and death registration has no exact projected trend as to when the registered forms would be more or less since these are is based on actual events. Births, on the other hand, usually follow the demographic trend calculated based on census results.
 
 
Among the 6 provinces and 1 city in CAR (Figure 3), Baguio City and Benguet province had the most number of registered documents with 7,501 and 5,886, respectively. This data is consistent in terms of population because these two places are the highly populated areas in the region, followed by Abra with 4,288, while Apayao had the least at 2,386.

For the 1st semester of 2018 (Figure 4), among the different types of documents registered, Baguio City provided the most number of recorded births and deaths, while Benguet had the most number of marriage events. Most births were in Baguio City because of the presence of complete birthing facilities in the place. However, this does not mean that all of these births are residents of Baguio City. Significant numbers are from the neighboring areas adjacent to the city. Benguet came next with 3,477 recorded births, and Abra at 2,759.

Same is true with respect to death, Baguio City had the highest recorded death 1,292. Due to many hospitals with complete facilities in the city. This is followed by the provinces of Benguet with 1,003, Mt. Province with756, then Abra at 745. On the other hand, Apayao consistently has the lowest in all types of registered forms. Birth is at 1,672, Marriage at 401 and death is 313.

For the first six months of 2018, a total of 210 CRASM applications were approved by the office. It is 61.54% higher compared to 2017. 2017 had the lowest number of approved first semester application.

Looking at the graph, it is evident that January is where most applications are being processed for the first semester and June is the time when least applicants from 2016-2018 file their CRASM applications, including both new or for renewal applications.
 
Trend wise, it is consistent that January is the peak season for solemnizing officers to apply for CRASM while from January to June, the number usually declines as it reaches middle of the year.

Among the provinces in CAR, Baguio City and Benguet province had the most number of applicants for CRASM in the years of comparison. Apayao, has the least applicants followed closely by Abra. This data represents solemnizing officer applicants from the different religion or sect and are not necessarily resident of the provinces where they applied. Rather, it is their place of assignment (Figure 6).

On the total collections and deposits made by province with regards to sale of civil registry forms and CRASM applications, figure 8, Benguet province, which includes Baguio city, had the highest contribution. It is more than double the total of all the other provinces added together while Apayao has the least at ₱2,500.00.

 

Benguet and Baguio City has more sales and collections due to its high usage brought about by its increasing population.

Based on the graph, January has the highest amount of collection, ₱29,000.00 This is so because as we see the previous graph on the number of CRASM applications, it is the month where most of the solemnizing officers apply. It is also the time when most Local Civil Registrar (LCRs) placed their orders for forms and June being least with ₱4,000.00 collections and deposits.

Figure 9 shows the total summary of transactions at the Census Serbilis Center that hit 52,706 in June followed by May at 49,382. This figure is greatly affected by the high influx of requesters for school enrolment that coincide in the same months aside from the other regular clients whose purposes is other than enrolment, like passport, claims, embassy requirements and others.

Figure 10 reveals that the month of June is the time when high collections are made, ₱7,718,240.00 seconded by May at ₱7,520,475.00. This is due to bulk of clients or customers that come to request documents required by their end users. We can see that these months is a season for vacations wherein some of the clients are visitors. This is confirmed by the Customer Satisfaction Survey which reveals that other customers come from outside the CAR region.
