Consumer Price Index
- The Consumer Price Index (CPI) is the general measure of the change in the average retail prices of a market basket or collection of goods and services
commonly purchased by the average Filipino household. - The Consumer Price Index of CAR in September 2016 was at 142.3 index points. This is higher by 2.1 index points as compared to the 140.2 index points of the same month in year 2015.
- In general, the CPI increased, reflecting the rise in the average prices of goods and services in all the CAR provinces.

- Among the provinces in the region, Mountain Province posted the highest CPI for September 2016 at 151.9 index points, followed by the province of Ifugao at 147.9 index points and province of Benguet at 143.7 index points, while the province of Apayao had the lowest CPI at 131.2 index points.
- In terms of index point change, the province of Ifugao had the highest, which increased by 5.2 index points; while Apayao and Benguet province had the lowest, with 0.7 and 0.8 index points, respectively.
Consumer Price Index by Commodity Groups
- Among the commodity groups, Alcoholic Beverages and Tobacco recorded the highest CPI in the region at 202.8 index points. The province of Apayao incurred the highest among the CAR provinces at 220.2 index points, followed by Abra and Kalinga at 213.3 and 209.6 index points, respectively.
- Education came next at 161.8 index points. Among the CAR provinces, Mountain Province incurred the highest index points of 233.9 for the month of September 2016.
- Food and Non-Alcoholic Beverages were at 156.5 index points. The province of Benguet experienced the highest at 162.7 index points, followed by Mountain Province at 160.7 index points.
- Communication had the lowest CPI among the commodity groups in the region with 83.2 index points. Abra incurred the highest index at 111.4 index points; while Apayao had the lowest at 77.9 index points.
- Among the CAR provinces, Apayao consistently had the lowest CPI for all items with 131.2 index point.

- By index point change, Alcoholic Beverages and Tobacco recorded the highest increase, growing up by 14.7 points. Increases were also incurred for Clothing and Footwear (3.6 points), Restaurant, Miscellaneous Goods and Services (2.8 points) and Food and Non-alcoholic Beverages (2.8 points).
- The rest of the commodity groups reported a minimal annual increase in their index points.

Inflation Rate
- For September 2016, prices of goods and services in CAR increased by 1.5 percent.
- Ifugao posted the highest inflation rate at 3.6 percent, followed by Abra at 2.7 percent, Mountain Province at 2.6 percent, and Kalinga at 2.5 percent.
- Compared to September 2015, price rates increased in all the provinces except for Mountain Province.
By Commodity Group, Year - on - Year
- By commodity group, the month-on-month inflation rate of the Food and Non-Alcoholic Beverages had the highest increase of 1.1 percentage point as it is reflected by 1.8 percent for the month of September, and as compared to 0.7 percent of the previous month. It is followed by House, Electricity, Gas and Other Fuels with 0.6 percent increase as shown by negative 0.1 percent for the month of August, and 0.5 for the month of September 2016.
- The general price level on the Alcoholic Beverages & Tobacco and Recreation and Culture decreased by 0.1 percentage point from the month of August to September 2016 with inflation rate of 7.9 to 7.8, and 1.1 to 1.0 percent, respectively.
- The inflation rates of Clothing and Footwear, Health, Communication and Education remained constant at 2.8, 1.6, 0.2, and 1.2 percent, respectively.

By Food Items, Year - on - Year
- For the year-on-year inflation rates of selected food items for the month of September, Corn, Fish and Vegetables persisted to have the highest inflation rates with 7.3, 6.1 and 5.2 percent respectively while Food Products N.E.C, Fruits, Other Cereals and Meat had the negative inflation rates of 6.3, 3.6, 0.3 and 0.1 percent in that order.
- Comparing the year-on-year inflation rates of selected food items for the month of September to the month of August, Vegetables are higher by 7.7 percent as it is reflected by negative 2.5 (August) and 5.2 (September) inflation rates. Meanwhile, Corn is lower by 2.8 percent for the month of September with 7.3 percent comparing to the 10.3 percent during the month of August.
- Bread & Cereals and Sugar, Jam, Honey, Chocolate & Confectionery year-on-year inflation rates for the month of September and October remained constant at 2.0 percent and 3.5 percent, respectively.

Purchasing Power of Peso (PPP)
- The value of peso in the region for September 2016 was at 70 centavos, which is lower by 1 centavo compared to 71 centavos in September 2015. This means that the market value of goods and services worth 70 centavos in September 2006 were bought at one peso as of September 2016.
- The PPP of all the provinces generally declined as of September 2016 as compared to September 2015, except for Benguet which remained constant at 70 centavos.
- The province of Apayao has the highest peso value at 76 centavos, followed by the province of Abra at 74 centavos and the province of Kalinga at 72 centavos. Meanwhile, Mountain Province had the lowest peso value at 66 centavos.
