In observance of the conduct of the Civil Registration Month pursuant to Presidential Proclamation No. 682 signed by then President Corazon C. Aquino on January 28, 1991, the Philippine Statistics Authority Regional Statistical Services Office of the Cordillera Administrative Region (PSA RSSO CAR) undertook the following activities:

Hanging of Streamer – a banner was hung at the entrance area of the office building at the start of the month. This year is the 32nd Civil Registration Month with the theme “Improving Civil Registration and Vital Statistics Implementation Strategies through Digital Transformation”.

 

 

PSA Mt. Province - MCRO Meeting and 2022 Civil Registration Planning Workshop – Regional Director Villafe P. ALibuyog, Chief Administrative Officer Adrian A. Cerezo and Registration Officer IV Gerard A. Tolito served as the resource persons to the two days PSA-MCRO meeting and 2022 Civil Registration Planning Workshop held at PSA Provincial Office Conference Hall, Poblacion, Bontoc, Mt Province on February 3-4, 2022. RD Alibuyog discussed on the Birth Registration Assistance Project. This project aims to strengthen the documentation of Step 2 registration of Republic Act No. 11055 otherwise known as the “Philippine Identification System Act” by increasing the use of the birth certificate as the basic document to be presented by citizens seeking to register with PhilSys. Meanwhile, CAO A. Cerezo presented the CRS online appointment system. The purpose of this system is to improve the queue management of the CRS Outlet thru an online computer system and achieve a more efficient transaction process for the CRS Outlet. RO IV Gerard A. Tolito presented the latest issuances pertaining to Civil Registration. Among these are the Dissemination of the Revised Guidelines for Delayed Registration, Guidelines in the Registration of COLB with no known parents, and Authority of OIC LCR to act on petitions regarding RA 9048 and 10172, and change of surname of legitimate child.

  

Participation to the 1st National CRVS Outlet Supervisor Quiz Bee – Registration Officer II Guillermo Bermillo was the 1st Runner Up during the conduct of the 1st National CRVS Outlet Supervisor Virtual Quiz Bee on February 2, 2022. This was participated by the outlet supervisors of the different CRS outlets nationwide.

Lecture Series – RSSO CAR Civil Registration and Administrative Support Division conducted a lecture series on Laws on Principles on Civil Registration, RA 9048 and RA 9255 on February 9, 10, 15 & 16, 2022. This activity was attended by the newly hired Unisys Associates, and the Janitorial and Security personnel. Objectives of this training is for the participants to have sufficient knowledge on the existing laws on Civil Registration and have the confidence to answer queries of the clients. The training was done every 4 pm and lecturers were RO IV Gerard Tolito and RO II Guillermo Bermillo.

 

 

Press Conference – RSSO CAR Civil  Registration and Administrative Support Division conducted a Kapihan at the PSA Conference Hall on February 8, 2022 anchored by Regional Director Helen R. Tibaldo of PIA CAR. The event served as an avenue for informing the public about the latest services of the office. During the kapihan, Outlet Supervisor Gerard Tolito announced that since January 24, 2022, all PSA CRS outlet nationwide including Baguio City and Bangued, Abra already adopted the CRS Online Appointment System that can be accessed at https://appointment.psa.gov.ph. With the online appointment system, people applying for birth, marriage or death certificate or certificate of no marriage (CENOMAR) can easily book an appointment at any CRS branch near them wherein they can select the time and date of their appearance, as long as they have the gadget and internet connectivity. He also assured that the online appointment system is compliant to the Data Privacy Act and only requires basic information from its user. Regional Director Villafe P. Alibuyog appealed for the continuing public support for all the surveys undertaken by the office and understanding as the office continues to work on better programs and services for the people. Chief Administrative Officer Adrian Cerezo also gave updates and answered queries regarding the Philsys Step 2 registration. Joining them is OIC Assistant National Statistician Engr. Marizza Grande of PSA– Central Office, who discussed the Birth Registration Assistance Project. This project is in line with the efforts of PSA to further intensify the campaign to improve Civil Registration consistent with the goals of the Civil Registration and Vital Statistics Decade (CRVS) for 2015-2024. Under the goal of universal registration, by 2024 at least 99.5 percent of all Filipinos should have their birth registered with the local authorities and will be provided with the legal documentation thru the issuance of the birth certificate. It also aims to strengthen the documentation of Step 2 registration of Republic Act No. 11055 otherwise known as the "Philippine Identification System Act" by increasing the use of the birth certificates as the basic document to be presented by citizens seeking to register for a Phil ID.

 

 

Inter-Agency Committee on Civil Registration and Vital Statistics (IACCRVS) - The 1st quarter Inter-Agency Committee on Civil Registration and Vital Statistics (IACCRVS) meeting was held at Holiday Inn Baguio City Center on February 9, 2022. Agency members present were DOH and DEPED while other members joined the meeting on line. Discussed during the meeting were the following: 1) CRS Online Appointment System, 2) Birth Registration Assistance Project, 3) Updates on COVID 19, 4) Updates on the Philippine Identification System and 5) Other Matters. On the update of the National ID, Regional Director Villafe P. Alibuyog informed the committee that PhilPost is in charge on the delivery of the National ID. Meanwhile, Chief Administrative Officer Adrian A. Cerezo also informed the body that they can track the status of their Phil ID thru this website: http:// tracking.philpost.gov.ph based on the transaction slip given by the PSA. 

 

 

2nd NCRVS Quiz Regional Eliminations - In preparation of the National Quiz Bee for the Local Civil Registrars, the RSSO CAR—CRASD conducted a Regional Quiz Bee on February 14, 2022 via zoom for the five participants of the Region. In the elimination round of the contest, the participants were ranked based on their total score from the easy and average levels. The top highest scoring participants will proceed to the difficult level. The winner to represent the region during the National Quiz Bee on February 23, 2022 is Ylone Myleen Biag, Municipal Civil Registrar of Sagada, Mountain Province.

 

 

 

Training - Workshop on Processing DVSS Data Using CSPro and Excel for Infographics - A Training-Workshop on the processing DVSS data using CSPro and Excel for Infographics was conducted at the PSA Conference Hall on February 15-16, 2022. The two day activity were attended by the Registration Officers and the DVSS encoders of the provinces. This training aimed to provide additional knowledge on facilitating the extraction of relevant data from the DVSS data files for data analysis and publication using crosstab feature of CSPro. On the first day of the training, Statistical Specialist II Ngolob presented the Crosstabulation using CSPro ; steps in the installation, and how to cross tabulate. Afterwards, there was a workshop and presentations of their output for the participants to evaluate their understanding on the said topic. Assistant Statistician Nico Pagaduan discussed the processing of DVSS Batch Files into Excel on the second day. He explained the procedures on how to convert batch files into excel, remove first names with duplicate, and sort and rank first name with the conditional formatting feature of MS Excel. After his lecture, each province had their actual application on the topic presented.

 

 

 

Data Dissemination on 2019 Results of Analysis of Causes of National Deaths for Action in CAR -The RSSO CAR-CRASD initiated a virtual data dissemination on the results of Analysis of Causes of National Deaths of CAR on February 17, 2022 to the Department of Health personnel of the different provinces in CAR. The objectives of this activity is to inform the concerned stakeholders of the latest levels of unusable codes in the region and its provinces, appreciate the importance of lowering the levels of unusable codes for better quality of documents, which can be used as the basis for public health policy of concerned agency stakeholders and enable stakeholders to take appropriate actions in improving the level of quality of death documents.

 

 

Project BRAVE (BREQS, Mobile Registration in Tublay - Regional Director Villafe P. ALibuyog and Statistical Specialist II Cristeta E. Ngolob were invited during the project BRAVE (BREQS and Mobile Registration) in Basil, Tublay on February 11, 2022. Project BRAVE is about bringing civil registration to the people, BRAVE stands for BREQS, Registration (mobile), Assessment (of problematic documents), Validation of RBI Reports, and Education Campaign. During the said activity, RD Alibuyog discussed on the procedures and remedies on the problematic documents and other civil registration matters. Updates on the Phil ID was also presented, she mentioned that Philpost is in charge of the distribution of IDs. RD Alibuyog and SS II Ngolob also assisted the LCR personnel on the distribution of education campaign materials to the participants.

 

 

 

Attendance to the CRVS Data Dissemination Forum and Civil Registration Month Culminating Activity - Regional Director Villafe P. Alibuyog attended the CRVS Data Dissemination Forum and Civil Registration Month Culminating Activity held at Sofitel Philippine Plaza Manila, CCP Complex, Roxas Bldv, Pasay, Metro Manila on February 23-24, 2022. The 2nd CRVS quiz bee for the Local Civil Registrar Officers is one of the highlights of the two days activity, participants are from the LCROs nationwide who won the Regional eliminations round. The second day of the event were on the presentations of the following: Collection and Processing of Vital Statistics, Presentation of the 2020 Vital Statistics Results on Birth, Marriage and Death, Interesting Facts on CDLI Annotated CRDs, and Implications of the Finding on Policies and Programs.

 

 

 

Lecture on Civil Registration Services - Registration Officer II Guillermo B. Bermillo discussed the Civil Registration Services being done at the office to the senior citizens of barangay Ansagan, Tuba, Benguet on February 18, 2022. Procedures and remedies on what to do on the wrong entries in the civil registry documents were also presented. RD Alibuyog , CAO Cerezo and RO II Bermillo replied to all the issues and queries of the participants.

 

  

 

Corporate Social Responsibility - In coordination with Atos L. Adones, Punong Barangay of Ansagan, Tuba, Benguet, PSA-RSSO CAR visited the barangay on February 18, 2022 particularly the senior citizens. The main goal   of   this   activity   is   to   have   an interaction with the seniors, and to provide free issuance of Certificate of Live Birth (COLB) to the selected twenty seniors as part of the Corporate Social Responsibility. The barangay officials and the seniors warmly welcomed the PSA personnel. Regional Director Villafe P. Alibuyog and Chief Administrative Officer Adrian A. Cerezo led the issuance of the free Certificate of Live Birth to the seniors. This was followed by the giving of the hygiene kits.

 

   

 

DeCAP Training - Registration Officer IV Gerard A. Tolito and Registration Officer II Guillermo Bermillo acted as resource speakers via zoom during the DeCAP training spearheaded by the province of Apayao on February 24, 2022. Participants were the Local Civil Registry personnel and PSA personnel of Apayao. The DeCAp was implemented to facilitate on the processing of annotation of civil registration documents in compliance to RA No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. This training aims to have a uniform implementation of the existing roles governing the processing of the supporting documents and to minimize errors. RO IV Tolito discussed the detailed screening of supporting documents on Republic Act 9048 and Republic Act 10172 while RO II Bermillo discussed on the supplemental report.

 

Lecture on Updates on OCRG Issuances – Outlet Supervisor Gerard A. Tolito updated the regional office personnel regarding the latest memo issuances on February 28, 2022 at the PSA RSSO CAR Conference Room. The issuances that were discussed by OS Tolito were from year 2021 to January 2022. The objective of this activity is for the personnel to be aware on the latest memo issuances of the office. These are as follows: Dissemination of the Revised Guidelines for Delayed Registration of Birth, Guidelines in the Registration of COLB of persons with no known parents, Authority of OIC LCR to Act on petitions RE: 9048 and 10172, Change of Surname of Legitimate Child, Annotation of CRDs duly registered in Phil Embassies, New Letterhead issued by the Korean Embassy and Persons authorized to sign, New Format of Certificate of Legal Capacity to Marry issued by the Spain Embassy, Amendment to MC No, 2019-16, Reiteration of the 10 day Posting Period for Petitions pursuant to RA No 9048 and 10172 petitions, Local or Philippine Notarization of Affidavits and Permanency of Birth, Marriage and Death records issued by the PSA.

 

Free Issuance of Civil Registry Documents - The CRS Baguio City Outlet issued free Civil Registry Documents each to the first 20 regular clients and first 20 priority clients on February 28, 2022. It was released by Outlet Supervisor Gerard A. Tolito. This is a regular activity done by the office every last day of February every year.

Ocular Inspection to Church — Various churches were visited for inspection and verification for the month of February. The field verification is a process conducted by PSA RSSO CAR in partnership with PSO Benguet to validate the requirements submitted by the Solemnizing Officer applicants for the issuance of Certificate of Registration of Authority to Solemnize Marriage (CRASM). The requirements to be verified include certifications by a barangay/city/municipality, religious sect and local church address.

  

 

Civil Registration Quiz — One of the culminating activity for the 32nd Civil Registration Month was the conduct of the Civil Registration Quiz on February 28, 2022 at the PSA RSSO Conference Room.  lt was participated in by regular staff, COSW and Unisys Associates. The quiz was thru the web game application 'Kahoots'. There were five winners: Mr. Nico Pagaduan got the 1st place; 2nd place was Ms. Ada Gracia Balanag; 3rd place was Mr. Aeron Bahug; 4th place was Ms. Sheena Mae Taplin; and lastly, Mr. Osvaldo Cofolan got the 5th place. All the winners received a certificate and token from the Chief Administrative Officer Adrian A. Cerezo.
