Mountain Province’s civil registration reached 2,784 for the second semester of 2023

The province’s second semester civil registration reached a total of 2,784 registered documents. This shows a 10.57% decrease from the first semester of the same year having 3,113 registrations. 

On the other hand, this second semester of the current year shows that civil registration went down by 6.07 percent based on the same period last year with a total registration of 2,964. All the document types (Birth, Marriage, and death) decrease from the same semester of 2022. Birth went down by 8.77 percent; marriage is 6.47 percent and death got lowest at 0.22 percent (Figure 1).

These are preliminary data taken from the encoded civil registration forms submitted by the 10 municipalities in the province.
Among document types, birth regularly tops the overall list at 73% and 72%, respectively, for the second semesters of 2022 and 2023

In the comparative percentiles chart (Figure 2), shows clearly the composition of document types by percentage. Among document types, Birth regularly tops the overall list for both years occupying more than half of the pie. From 2022 to 2023, second semester, birth composition decreased by one percent. On the opposite, death increase by one percent, while marriage remains the same. The ratio is individually based from the data per year, second semester.

Among municipalities’ total registrations, Bauko got highest at 1,277 for 2023 second semester

Among municipalities, Bauko tops the over-all registration for 2023 second semester at 1,277. This is followed by Bontoc, 548, and Paracelis, 382 while the province’s average monthly registration is 232. 

On the opposite, the lowest municipalities in terms of registration are Barlig, Sabangan, and Sadanga at 26, 52, and 66, respectively (Table 1).

Most sought month for marriage ceremonies is December in 2022 and 2023 second semesters

In figure 3, most sought month for marriage ceremonies occurs on December for 2022 and 2023 second semesters with 91 and 74 recorded marriages. The least occurrence of marriage is on November at 32 and 43, respectively. There is also a decrease of 18.7% from 2022 to current year of the same semester.

In the province, occurrence of most marriages is seen in Bauko with 78 registered documents

The occurrence of most marriages appeared in the municipality of Bauko with 78 registrations followed by Bontoc, 55, and Paracelis at 41. On the other hand, municipalities with least marriages recorded are Barlig, 8, and a tie between Natonin and Sabangan with 16 each, respectively. For death, the least is seen in Barlig with 8, then Natonin and Sabangan with 14 each, and Besao comes at 15 (Figure 4).

December is the peak month for CRASM filing this second semester of 2023

2023 second semester has a total 13 applicants that were issued certificates while 2022 same semester got 7. December shows to have the highest issuances to qualified applicants, either for renewal or new applicants, with ten. July, October and November had one each while August and September had no filed applications. The trend in 2023 is very similar to that of 2022 second semester (Figure 5). 

Certificate of Registration of Authority to Solemnize Marriage (CRASM) is valid for three years and usually or generally expires at the end of December. This is issued to qualified applicants as a license to officiate marriage in their own churches except for mayors and judges that is inherent in their position. 

Under Administrative Order No. 1 Series of 2021, it governs the registration of the authority to solemnize marriage with the Civil Registrar General of bishops, heads/founders or religions and religious sect, priest, imams, religious ministers, tribal heads/leaders/chieftains, community elders, and other designated authorities.

DeCentralized Copy Annotation Process (DeCAP)

DeCAP is a process of annotation of Civil Registry Documents (CRDs) at the PSA Regional Civil Registry System (CRS) outlets affected by RA 9048, RA10172, and supplemental report. The supplemental report must have 1-2 missing entries and is approved by National Statistician and Civil Registrar General (NSCRG).

Among Document types endorsed, birth tops the list at 372 for DECAP

Birth tops the list among document types endorsed at 372 during the first semester of 2023 and December got highest at 84. Far behind is marriage with 43. The least is death, 2, with some month having zero endorsement. Across month, December still shows the highest number with a total 95 endorsed documents this second semester of 2023 (Table 2).
