Mountain Province’s 2024 first semester recorded a total 2,827 civil registration
The province’s 2024 first semester civil registration reached a total of 2,827 registered documents. This shows a 9.19 percent decrease from the first semester of the same year having 3,113 registrations.
All the document types (Birth, Marriage, and death) decrease in 2024 from the same semester of 2023. Marriage has the highest decline with 16.67 percent, followed by birth at 9.04 percent and then death which has the lowest at 2.75 percent (Figure 1).

Birth regularly tops the overall composition by type at 70% and 72%, respectively, for the first semesters of 2023 and 2024
In the comparative percentile charts (Figure 2), it shows clearly the composition of document types by percentage. Among document types, Birth regularly tops the overall list for both years occupying almost two thirds of the pie.
In 2024, Birth consisted of 72% and marriage is 12% while 2023’s birth had 70% and marriage is 14%. However, death in both years remains the same at 16%.

Among municipalities, Bauko got highest at 1,302 for the first semester of 2024
Among municipalities, Bauko tops the over-all registration for 2024 second semester at 1,302. This is followed by Bontoc, 470, and Paracelis, 410 while the province’s average monthly registration is 471.
On the opposite, the lowest municipalities in terms of registration are Barlig, Sadanga, and Sabangan at 48, 69, and 71, respectively (Table 1).
2024 first semester most sought month of marriage is seen in January
In figure 3, most sought month of marriage ceremonies for the first semesters occurs on January for 2024 while June for 2023, with 76 and 104, respectively. The least occurrence is on May for 2024 having 48 and 64 in 2023. There is also a decline of 16.67% from 2023 to current year of the same semester. There is also no uniform trend comparing the first semesters in 2023 and 2024.

Civil is the most common type of marriage ceremonies in the province for the first semester of 2024 and Bauko has the highest record at 83
In all municipalities, Civil marriage is consistently the most conducted ceremony. Bauko has the highest record totaling to 83. Paracelis comes next with 59 civil marriages and Tadian is third with 36. The least among them is Besao, 1, while Barlig and Sagada tied up at 3, and then Sadanga has 5.

Bauko showed the most occurrence of death for the 2024 first semester with 170 registered documents
The occurrence of most death appeared in the municipalities of Bauko with 170 registrations followed by Bontoc, 86, and Paracelis at 59. On the other hand, least records are seen in Barlig and Sabangan with 18 each, second is Natonin, 19, and third is Sadanga with 22 (Figure 4).

January is the peak month for CRASM filing this second semester of 2023
The first semester of 2024 got a total of 23 applicants while 2023 of same semester had 16. For 2024, January shows the peak month of issuances to qualified applicants, either for renewal or new applicants, with seven while no applicants were received in April and May. On the other hand, 2023 of same semester presents February as the highest with 10. January which is expected to be high had only three. The chart descends from February to June having zero.
Certificate of Registration of Authority to Solemnize Marriage (CRASM) is valid for three years and usually or generally expires at the end of December. This is issued to qualified applicants as a license to officiate marriage in their own churches except for mayors and judges that is inherent in their position.
Under Administrative Order No. 1 Series of 2021, it governs the registration of the authority to solemnize marriage with the Civil Registrar General of bishops, heads/founders or religions and religious sect, priest, imams, religious ministers, tribal heads/leaders/chieftains, community elders, and other designated authorities.

DeCentralized Copy Annotation Process (DeCAP)
DeCAP is a process of annotation of Civil Registry Documents (CRDs) at the PSA Regional Civil Registry System (CRS) outlets affected by RA 9048, RA10172, and supplemental report. The supplemental report must have 1-2 missing entries and is approved by National Statistician and Civil Registrar General (NSCRG).
Among Document types endorsed for DeCAP, birth tops the list at 397
Birth tops the list among document types endorsed at 397 during the first semester of 2024 and May got highest at 104. Far behind is marriage with 53. The least is death, 4, with some month having zero endorsement. Across month, May still shows the highest number with a total of 125 endorsed documents this first semester of 2024 (Table 2).
