Mountain Province 1st semester 2021 total recorded events

Mountain Province’s civil registration covers ten (10) municipalities. It consists of 144 barangays. Ten permanent Local Civil Registrars (LCRs) heads these offices under the local government units.

The first semester of 2021 recorded a total registration of 2,341 documents while 2020 of the same semester has 2,431. This is equal to 3.7% decreased from the previous year.
 
 
Among document types, Birth regularly tops the overall list for years 2020 and 2021 with 1,720 and 1,393, respectively. This is followed far behind by death, and the least is marriage.
 
Consequently, looking at figure 2, the comparative percentiles for each type of document shows clearly the different changes. Birth decrease by 11% from 2020 to 2021. On the opposite, Death increase by 9 percent and so with marriage at two percent.
 
All data refers to 1st semester of 2020 and 2021 as comparison.This data is a preliminary result derived from the Decentralized Vital Statistics System (DVSS) in the provincial office.
 
In Figure 3, male registrations consistently outnumbered the female population in both years during the first semester. An overall decrease of 27.4% on the total. Male has 11.6% while female got 21.6%. A difference of 10% between the two sexes. Female has the least number at the same time incurred the biggest decrease.

In the above graph, Bauko has the most number of registered documents at 890, this is attributed to being the most populated municipality in the province and having one tertiary public hospital, where some of the adjoining areas in the province avail of their services for health that contribute much in the registration of birth and death. Next is Bontoc, the capital town, 453, then followed by Paracelis at 392. Barlig is the least, 36, Besao has 72 and Sabangan is 81. Bauko shares 38% of the total forms submitted in the province and 62% for all other municipalities added together.

Based on the graph, in 2020, January shows the most number of registered documents at 593, followed by March with 449 and the least is May, 303. On the other hand, 2021 almost got the opposite. February is the least at 287, and June has the highest, 452 and same as the previous, March is the second highest at 431. In the five-month period, 2020 decrease while 2021 increase (figure 5).

Across municipalities, Figure 6, municipalities with highest number of registered males, are: Bauko with 319, Paracelis, 145, Sagada, 31, Natonin, 28 and Tadian at 13. The opposite (female dominant), from highest to lowest: are Bontoc with 149, Besao, 28, Sadanga, 24, Sabangan, 13 and the least is Barlig having 9. In terms of percentage, male birth is higher by 4.76 over female birth registrations.
 
Consistently, with the 2020 Census of Population (CPH), males too are higher in the population count.

In 2021, figure 7, it indicates the series of illegitimate children registered by municipality for the first semester. The pie chart shows that most of the illegitimate children are born in Bauko, 39%, then Paracelis with 24%, Bontoc at 21%. The least on the other hand, are Barlig, 0%, Tadian, 1%, Sabangan, 2% followed by Sadanga and Sagada with 3% each.
 
It should be noted that these birth registrations are not necessarily residents of the place but it is their place of event or place of birth.
 
Approved Certificate of Registration of Authority to Solemnize Marriage (CRASM Issuances)
 
The Philippine Statistics Authority (PSA) through the Civil Registrar General (CRG) is the authority agency having technical control and supervision on the civil registration in the Philippines under Administrative Order No. 1, Series of 2007. This Administrative Order aims to provide exhaustive and effective system of registration of Solemnizing Officers (SOs).
 
The function of registering the authority of priests or ministers of any church and religious sect to solemnize marriage is vested upon the Office of the Civil Registrar General (Art. 7 (2)) who is also the Undersecretary and National Statistician of PSA, thru the enactment of Executive Order No. 209 on August 3, 1988, otherwise known as the Family Code of the Philippines.

This first semester of 2021 has ten applicants. In figure 8, April is seen as the month with most number of approved CRASM with five issuances, followed by a tie between February and May with two each, respectively, and January with one. Both June and March got zero applicants.
 
Provincial Electronic Endorsements
 
Electronic Endorsement is a process wherein registered documents are submitted through electronic machine at the Civil Registry System (CRS) outlet. These endorsed documents are scanned and sent to Philippine Statistics Authority’s (PSA) Civil Registry Management Division (CRMD) at the Central Office for approval. Once approved it can be printed out in any CRS outlet after 10 to 15 working days. These documents could be an advance copy or a request for clearer copy of the document owner if he/she wishes to, or if minor by any of the parents.
 
Documents for electronic endorsements can pass through the PSA-provincial offices to be submitted to PSA-Regional Office. Consequently, the Local Civil Registrar (LCR) or a client may directly submit them to the same office for approval.

The total endorsed documents in the province for the first semester of 2021 is 62. Birth dominates the overall endorsed documents at 43, followed by marriage with 14 and death at 5. The peak month for endorsement is seen in April for birth while both marriage and death are in February, with 5 and 4, respectively. The month with no endorsements at all is in January.
