Data on births presented in this special release were obtained from the Certificates of Live Birth submitted by the Office of the City/Municipal Civil Registrars in their monthly report throughout the region to the Philippine Statistics Authority – Provincial Statistical Offices (PSO). Said data were encoded or uploaded into the respective PSOs' Vital Events Information (VEI) system.
  
Figures presented herein cover the 2nd quarter of 2024 and are still preliminary and may differ in the final counts.

Almost four persons were registered in the region every hour

•    There were 8,134 registered live births in CAR for the 2nd quarter of 2024, a decrease of 5 percent from the same period in 2023 with 8,592 registered live births.

•    Among the provinces, the highest percentage decrease is in Abra at 54% followed by Baguio City at 5%, and Kalinga at 2%, while the rest slightly increased in number.  

•    Baguio City had the most registered live births reported in the 2nd quarter of 2024 with 1,648, followed by Benguet with 1,358, Kalinga with 1,512, Apayao with 1,171, Ifugao with 1,011, Mountain Province with 990, and Abra with the lowest registered live births at 444.

•    Baguio City had the highest daily average registered live births with 18 followed by Kalinga with 17, Benguet with 15, Apayao with 13, and Mountain Province with 11. Ifugao had the lowest daily average registered live births with 5.

April had the most registered live births in the region

•    The month of April had the highest number of registered live births with 3,028 in the region followed by May and June with 2,696 and 2,410, respectively.

More Females are registered in CAR

•    The regional sex ratio is at 99, sex ratio below 100 indicates more females than males.

•    The province of Abra had a sex ratio of 115, higher than the regional average. Following this were Baguio City with 105, Mountain Province with 101, Benguet with 99, Apayao with 97, and Kalinga with 96.

Live Births by Registration Status

•    Timely Registration refers to the registration of births within 30 days from occurrence. In the second quarter of 2024, 72 in every 100 registered live births were timely.

•    The areas with the highest share in timely registered births were Baguio City at 27.26 percent, Apayao at 15 percent, Benguet at 14.32 percent, and Kalinga and Mountain Province both at 13.69 percent. On the other hand, the province of Kalinga has the highest recorded share in late registered births at 31.39 percent, followed by Benguet and Ifugao at 22.90 percent and 22.32 percent, respectively.

TECHNICAL NOTES

Vital statistics are derived from information obtained when the occurrences of vital events and their characteristics are inscribed in a civil register.

Vital acts and events are the births, deaths, fetal deaths, marriages, and all such events that have something to do with an individual's entrance and departure from life together with the changes in civil status that may occur to a person during his lifetime. Recording of these events in the civil register is known as vital or civil registration and the resulting documents are called vital records.

Live Birth is the complete expulsion or extraction of a product of conception from its mother, irrespective of the duration of pregnancy, which after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut off or the placenta is still attached; each product of such birth is considered alive.
