Press Release: IEC on PhilSys Birth Registration Assistance Project

         The Philippine Statistics Authority, Kalinga Provincial Statistical Office in partnership with the Local Civil Registrar Office of Pinukpuk conducted Information Education Campaign on PhilSys BirthRegistration Assistance Project (Philsys BRAP) on March 10, 2022 at Taga, Pinukpuk. Participants of the said IEC were the barangay captains, barangay secretaries, staff of Local Civil Registrar Office of Pinukpuk, Mayor’s Office, Department of Interior and Local Government-Pinukpuk, and the office of the Commission on Election.

    Section 10 of Republic Act No. 11055 otherwise known as the “Philippine Identification System Act” provides that the basic documentary requirement for identification of citizens seeking to register with PhilSys is the applicant’s birth certificate. The said activity was conducted to ensure that all births of Filipinos are registered in the Local Civil Registry Offices and that they will be enrolled with the PhilSys National Identification System. And in compliance to the national campaign of the Office of the Civil Registrar General to improve civil registration aligned with the three (3) goals of the Civil Registration and Vital Statistics Decade (CRVS Decade) for2015-2024 which are: a)Universal civil registration of births, deaths, and other vital events; b) All individuals with legal documentation to claim identity, civil status, and ensuring rights, and c) Accurate, complete, and timely vital registration are produced and disseminated.

To realize the implementation of this project and to make the general public aware, IEC on PhilSysBirth Registration Assistance was conducted. The program started with an invocational song followed by the Pambansang Awit and welcome message from Col. Marner B. Dasayon, Municipal Administrator. Mr. Dasayon briefly discussed about the rationale of the program and welcome the participants with a blast.

The first session of the program was handled by Mr. Ceasar B. Bulakit of COMELEC, He tackled about their ongoing difficulties that they are facing about the list of deceased persons that are not deleted in their database. Mr. Bulakit also mentioned about “Flying Voters” that is increasing rapidly every registration month.

    It was followed by the presentation of Mr. Nick W. Awisan, Philsys Birth Regitration Assistance Project coordinator of PSA-Kalinga on the overview of the project.Mr. Awisan explained the main goals and objectivesof the project to encourage the participants to become more interested and willing to do their part. He elaborated some difficulties that they may re-encountered during the registration period. Mr. Awisan provided examples on how to deal with a different applicant, how to handle them and provide a positive yet satisfying customer service. He also focused on thetasks of all personnel involve in the project that they need to provide the data/report in time. Moreover, during the forum, participants mostly asked about the process, their targets and what documents to be submitted or required from the applicants. With the help of the staff from the LCRO, all the questions asked we’re addressed properly.



    Furthermore, Mr. Nicolas G. Mina, Municipal Civil Registrar of Pinukpuk addressed all the concerns of the participants on civil registration particularly in out-of-town registration and applicants without a father/mother. Some participants also directly inquired to the Commission on Election about their reports.The program ended at 2:30 pm.
